Throughout China public security departments are now required to
organize mobile supervision of drug addicts in order to properly
control them and break the chain of supply and demand. This was
announced on Tuesday by the Ministry of Public Security at a
teleconference.???
Zhang Xinfeng, vice director of the National Anti-drug Committee
and vice minister of public security, emphasized that the system
was a very important measure in the "people's war" against
drugs.
Zhang urged that public security departments at various levels
quickly establish the mobile supervision initiative by gathering
accurate and regularly updated information on drug
addicts.?
The intelligence data would be held in a digitalized fashion and
allow for accurate records to be maintained on users, drug
rehabilitation schemes, medical test results, and community
treatment of addicts; in addition, such information would go toward
a complete database of addicts. The system could also assist in
educating them and cracking down on drug-related crimes.?
More focus would be given to the construction of drug
rehabilitation centers as well as the treatment and recovery of
addicts. This would be integrated with other compulsory measures
and social help.
Zhang urged that continuous medical treatment in communities be
promoted and every assistance should be given to drug addicts to
help them return to normal life.
