III. Main Revisions to Articles
1. Appropriate revisions are made to statements on Party members’ duties.
To correspond to revisions to the General Program, the first part of 1), Article 3, is revised to read: “To conscientiously study Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of Three Represents and the Scientific Outlook on Development.”
2. The basic tasks of primary Party organizations are specified.
Intensifying efforts to create advanced primary Party organizations and encourage Party members to excel in their work is a part of the Party’s regular work to strengthen primary Party organizations, and it is an effective means to preserve the Party’s advanced nature and its purity in a new environment. Based on a review of the experience gained in recent years, a statement on the need for greater efforts in this area is added to 1), Article 31, so as to make this activity a part of their everyday work all the time. In addition, the first part of 2) of the same article is revised to read: “To organize Party members to conscientiously study Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of Three Represents and the Scientific Outlook on Development.”
3. Statements on selecting and overseeing Party cadres are added.
Since the Party’s Seventeenth National Congress, the Central Committee has stressed that we should select cadres on the basis of both their moral integrity and their professional competence, with priority given to the former, and that we should appoint cadres on their merits without regard to their origin. This has won general endorsement of the whole Party. Statements to this effect are added to Paragraph 1, Article 33. To meet the need of strengthening the ranks of high-caliber cadres, a statement on the importance the Party attaches to the oversight of cadres is added to Paragraph 2, Article 33. These additions will provide better guidance for selecting cadres, ensure impartiality and honesty in such work, increase public trust in cadre selection and appointment, and strengthen both integrity and competence of cadres.
4. Statements on basic requirements for leading Party cadres at all levels are added.
Upholding principles is an important basic quality of leading Party cadres at all levels and an abiding requirement of the Party they must meet. To make cadres uphold principles more willingly, a statement on this requirement is added to 5), Article 34. Statements on observing the Party spirit and ethical standards and on playing an exemplary role are also added to 5) of the same article. These additions will help ensure that all Party members, especially leading cadres at all levels, uphold principles and the Party spirit, improve their moral standards and become role models.
