Intra-party democracy means that party members are the masters of the CPC, Gao said, "All Party members have equal rights according to the provisions of the Party constitution; they manage the affairs of the Party either directly or indirectly."
About 40 foreign diplomats from over 30 countries of Europe and the Americas attended the briefing.
After the 4th Plenary Session of the 17th Central Committee of CPC, a number of foreign diplomats and media organizations expressed interest in learning more about the inner workings of the CPC.
In response, the International Department of the Central Committee of the Communist Party of China (IDCPC) held a series of news briefings on the decisions of the Central Committee plenum, the international relations of the CPC, China's party system and the internal governance of the CPC.
The IDCPC said the April 27 briefing was intended to help the outside world get a better understanding of the Communist Party.
