China will enhance its cultural soft power in the 2011-2015 period, according to a document of the Communist Party of China (CPC) issued Wednesday.
Cultural causes and industries should be further developed, said the CPC Central Committee's Proposal on Formulating the 12th Five-Year Program (2011-2015) on National Economic and Social Development.
A public culture service system should be basically established with the emphasis in grassroots rural areas and central and western regions, it said.
Efforts should be made to strengthen the construction of important news media. Great attention should be given to the construction, utilization and management of new media, such as the Internet, so as to enhance communication capabilities.
More support should be given to non-profit cultural undertakings and cultural heritage protection should be strengthened.
Innovations should be made to enhance the international competitiveness and influence of Chinese culture, it said.
