2.2 Accelerating the structural adjustment
During the twelfth five-year plan period, the structural adjustment will be the top priority in the effort of transforming the transport development pattern. To that end, more efforts will be made to further develop an integrated transport system and modern logistic services, to promote scientific and technological advances and IT application, to build up an energy-conserving and environmental-friendly transport sector as well as to enhance the capability of safety monitoring and emergency response.
2.3 Encouraging scientific and technological innovation and developing information technology
To implement the strategy of "strengthening the transport sector through scientific and technological advances" and encourage the development of innovative capability, the R&D of major and key science and technologies and their application as well as the promotion of standardization process. To increase capital input and optimize resource allocation in the light of the common and core technologies for transport development and management. To emphasize the application of edge-cutting technologies, promote the R&D of major and key technologies of fundamental and leading importance and deal with major issues related to the constraints of transport development. It is envisaged that, by the end of the the twelfth five-year plan period, the rate of contribution made by science and technology to transport development will amount to 55%.
2.4 Promoting equal accessibility to the basic public services
It is recognized that transport has direct bearing on people's daily life and livelihood. It is therefore of vital significance to build up a viable, convenient, cost-effective and reliable transport system so as to ensure the smooth transport of important materials and daily necessities of urban and rural residents. To implement the strategy of "giving priority to public transport", making urban rail transit and bus rapid transit (BRT) play their full role. To build the demonstration project of "public transport metropolis" and relieve transport congestions of major cities. To regulate and enhance the management of taxi services. It is expected that, by the end of the twelfth five-year plan period, the ETC system will be employed in 60% of national expressways, the total mileage of exclusive bus lanes in cities will reach 10,000 kilometers, the punctuality rate of civil aviation flight will be maintained at 80% and above, and post offices will be opened in all towns and post stations and mail transfer services will be available for 80% of administrative villages.
2.5 Carrying on transport reforms and opening-up
In accordance with the general requirements by the Central Government regarding the reform of establishing integrated Ministries, further efforts will be made to fulfill functions of transport administrations at various levels, accelerate the transformation of government functions and promote the development of a comprehensive transport legal system, so as to gradually establish a modern transport administrative management system with reciprocal powers and responsibilities, reasonable division of work, scientific decision-making process, smooth implementation and effective monitoring, and strive to remove the institutional barriers restricting the development of the integrated transport system.
It is our objective to establish a viable, efficient, safe, green and modern transport system with the concerted efforts by the entire transport sector, so as to provide convenient transport services to cargo and passenger transport. By doing this, it is hoped that people will enjoy high quality transport services, the economy and society will develop vigorously, the transport will develop harmoniously with the nature and society, and the overwhelming majority of the people will benefit from our "Three Services".
