President Hu Jintao has called for training officials who have the ability to promote scientific development and social harmony, according to the preface of a newly-published government training manual.

"Deng Xiaoping Theory, the Theory of the Three Represents and the Scientific Outlook on Development should be adhered to," Hu said in the preface of a textbook designed for the training of China's government officials.

Hu asked officials to use innovative methods of leadership and tackle problems as they arise during the country's development.

The textbook was compiled by 36 departments and institutions of the Communist Party of China, including CPC Central Commission for Discipline Inspection and the Organization Department of the CPC Central Committee.

It covers 10 sectors, including urban and rural planning and management, financial development and risk prevention, grassroots democracy and emergency management.
