Party committees of all levels should be more effective in ensuring smooth communication from the central leadership to grassroots, said Xi in a written instruction to a national meeting of secretaries-general of Party committees.
Without solid implementation, any ambitious goal or optimistic blueprint is worthless, he wrote.
The secretary-general of a Party committee often takes charge of the committee's general office and handles daily operations including delivery of important policies, communication between different divisions and distribution of important documents.
Li Zhanshu, director of the General Office of the Central Committee of Communist Party of China, urged the officials at the meeting to follow Xi's instructions and improve the efficiency of their work.
