A Multi-Tiered Social Security System

Social security provides a safety net for the people and a buffer against risk. It is vital to the wellbeing of the people and the long-term stability of our country.

The report to the 19th CPC National Congress called for measures to help those most in need, to build a strong safety net, and to create necessary mechanisms to implement a sustainable multi-tiered social security system, one that covers the entire population, addresses urban and rural issues in an integrated manner, clearly defines rights and responsibilities of beneficiaries and all other actors involved, and provides adequate levels of protection.

To this end, China will implement a universal health insurance plan, improve the basic pension schemes for urban employees and for rural and urban residents, and take speedy action to incorporate all pension schemes into a unified national framework. Improvement is also called for of the unified systems of basic medical insurance and critical illness insurance for rural and urban residents, as well as unemployment and work-related injury insurance. A unified national platform for social security public services will be established. An integrated system is necessary to provide social assistance in both urban and rural areas, and the basic needs of the people must be satisfied. In addition, we will improve our social welfare system, encourage charitable giving, and ensure that army veterans and their family members receive special benefits and services.

多層次社會(huì)保障體系

社會(huì)保障是民生的保護(hù)網(wǎng)、風(fēng)險(xiǎn)的緩沖器，與人民幸福安康息息相關(guān)，關(guān)系國(guó)家長(zhǎng)治久安。中共十九大報(bào)告提出，按照兜底線、織密網(wǎng)、建機(jī)制的要求，全面建成覆蓋全民、城鄉(xiāng)統(tǒng)籌、權(quán)責(zé)清晰、保障適度、可持續(xù)的多層次社會(huì)保障體系。為實(shí)現(xiàn)此政策目標(biāo)，中國(guó)將主要采取如下措施：全面實(shí)施全民參保計(jì)劃；完善城鎮(zhèn)職工基本養(yǎng)老保險(xiǎn)和城鄉(xiāng)居民基本養(yǎng)老保險(xiǎn)制度，盡快實(shí)現(xiàn)養(yǎng)老保險(xiǎn)全國(guó)統(tǒng)籌；完善統(tǒng)一的城鄉(xiāng)居民基本醫(yī)療保險(xiǎn)制度和大病保險(xiǎn)制度；完善失業(yè)、工傷保險(xiǎn)制度；建立全國(guó)統(tǒng)一的社會(huì)保險(xiǎn)公共服務(wù)平臺(tái)；統(tǒng)籌城鄉(xiāng)社會(huì)救助體系，完善最低生活保障制度，完善社會(huì)救助、社會(huì)福利、慈善事業(yè)、優(yōu)撫安置等制度。
