“五位一體”總體布局
2012年11月8日,中共十八大提出經(jīng)濟建設(shè)、政治建設(shè)、文化建設(shè)、社會建設(shè)、生態(tài)文明建設(shè)“五位一體”的建設(shè)中國特色社會主義總體布局。即在堅持以經(jīng)濟建設(shè)為中心的同時,全面推進經(jīng)濟建設(shè)、政治建設(shè)、文化建設(shè)、社會建設(shè)、生態(tài)文明建設(shè),促進現(xiàn)代化建設(shè)各個環(huán)節(jié)、各個方面協(xié)調(diào)發(fā)展。“五位一體”總體布局和“四個全面”戰(zhàn)略布局相互促進、彼此聯(lián)動,旨在以推動經(jīng)濟發(fā)展為基礎(chǔ),統(tǒng)籌建設(shè)社會主義市場經(jīng)濟、民主政治、先進文化、和諧社會、生態(tài)文明,協(xié)同推進人民富裕、國家強盛、中國美麗?!拔逦灰惑w”總體布局的提出,體現(xiàn)了中國共產(chǎn)黨對協(xié)調(diào)發(fā)展的規(guī)律性認識不斷深化,對中國特色社會主義的規(guī)律性認識不斷深化。
脫貧攻堅納入“五位一體”總體布局,不僅意味著脫貧攻堅戰(zhàn)要為推進經(jīng)濟建設(shè)、政治建設(shè)、文化建設(shè)、社會建設(shè)、生態(tài)文明建設(shè)補齊短板,同樣也意味著要將“五位一體”總體布局的要求貫徹于脫貧攻堅戰(zhàn)全過程。在各地脫貧攻堅實踐中,產(chǎn)業(yè)扶貧、黨建扶貧、文化扶貧、社會扶貧和生態(tài)扶貧等一系列創(chuàng)新舉措,都深刻地體現(xiàn)了“五位一體”總體布局的要求。
The Five-Sphere Integrated Plan
The Five-sphere Integrated Plan - the development of socialism with Chinese characteristics encompassing economic, political, cultural, social and eco-environmental development - was proposed on November 8, 2012 at the 18th National Congress of the CPC. While economic development continues to be the central pillar, economic, political, cultural, social and eco-environmental development is to be promoted on all fronts, modernization is to be fostered in all sectors, and all elements are to be developed in a coordinated manner.
The Five-sphere Integrated Plan and the Four-pronged Comprehensive Strategy support each other and interact in a planned manner. Proceeding from economic growth, they help develop a socialist market economy, democratic governance, advanced culture, and a harmonious society with eco-environmental progress. Together, they help make the people more prosperous, the country stronger, and the landscape more beautiful.
Efforts made in these five spheres are also reflected in China's poverty elimination campaign, so as to boost economic, political, cultural, social, and eco-environmental progresses. In the poverty elimination process, new measures are adopted to create more jobs for poverty-stricken people, give full play to CPC organizations and members in poverty alleviation programs, and organize cultural, social and eco-environmental activities for the needy.
