Fighting Terrorism and Maintaining Social Stability
According to China's Constitution, National Defense Law and Anti-terrorism Law, the Chinese armed forces are mandated to prevent and neutralize terrorist activities. The PAP is also mandated to protect national security and the social order, and the PLA is authorized to assist law enforcement when necessary.
In recent years, the PLA and the PAP have stepped up efforts to develop specialized counter-terrorism units, including the establishment of special rapid response teams, such as the Falcon Commando and the Snow Leopard Commando. These efforts have resulted in a steady improvement in emergency response capability, and ensured success in a series of counter-terrorism attacks, public health challenges and social emergencies. They have successfully performed their duties to protect national security, public security, environmental security, and social stability.
Terrorism is a scourge that ravages the world. No country is able to fight it alone, and no country is immune from terrorist threats. China stands firm in the fight against terrorism in all its forms and expressions.
In compliance with the United Nations Charter and UN Security Council resolutions on terrorism, China's armed forces have increased cooperation on counter-terrorism and law-enforcement with neighboring countries and other countries, and actively participated in joint counter-terrorism exercises within bilateral and multilateral frameworks, such as the Shanghai Cooperation Organization (SCO), the ASEAN, and the counter-terrorism quadrilateral cooperation and coordination mechanism by the militaries of Afghanistan, China, Pakistan and Tajikistan (QCCM), to strengthen joint measures to prevent and fight terrorism and protect international and regional peace and stability.
Facing the spread of global terrorism, the Chinese government and armed forces stand ready to increase exchanges and cooperation with other countries to counter terrorist threats and ensure global and regional peace and development.

中國《憲法》《國防法》《反恐怖主義法》等明確賦予中國武裝力量依法防范和處置恐怖活動的職責(zé),賦予中國人民武裝警察部隊擔(dān)負(fù)國家安全保衛(wèi)任務(wù)、維護(hù)社會秩序的職責(zé),賦予中國人民解放軍依法協(xié)助維護(hù)社會秩序的職責(zé)。近年來,中國武裝力量積極構(gòu)建反恐怖專業(yè)力量體系,成立了“獵鷹”、“雪豹”突擊隊等專業(yè)應(yīng)急力量,不斷提升應(yīng)急處置能力,依法成功參與處置一系列恐怖襲擊事件,穩(wěn)妥應(yīng)對一系列公共衛(wèi)生和社會安全等突發(fā)事件,確保了國家安全、公共安全、環(huán)境安全和社會安全。
恐怖主義是全人類的公敵,沒有任何國家能夠獨自應(yīng)對,也沒有任何國家可以獨善其身。中國反對一切形式的恐怖主義。中國武裝力量遵守《聯(lián)合國憲章》和國際法準(zhǔn)則,支持聯(lián)合國安理會通過的一系列反恐決議,深化與國際和周邊地區(qū)有關(guān)國家在反恐、執(zhí)法方面的交流合作,積極參與上合組織、東盟、四國機(jī)制等區(qū)域組織框架內(nèi)的雙(多)邊反恐聯(lián)演聯(lián)訓(xùn),共同提升聯(lián)合防范和應(yīng)對恐怖主義威脅的能力,有效維護(hù)了國際和地區(qū)和平穩(wěn)定。當(dāng)今世界恐怖主義愈演愈烈,中國政府和武裝力量愿同各方保持積極溝通,持續(xù)促進(jìn)反恐合作,聯(lián)手應(yīng)對風(fēng)險挑戰(zhàn),確保世界和地區(qū)的和平與發(fā)展。
