The Electoral Procedure (Chief Executive Election) Regulation, which stipulates the statutory procedures for conducting the 2002 HKSAR Chief Executive election, comes into operation Friday.
The regulation provides for the procedure for handling nominations for candidature, the appointment of agents to help candidates conduct campaigns, and the arrangements for conducting the poll and the counting of votes, according to a release issued Friday by the Electoral Affairs Commission.
The election is scheduled for March 24, 2002, and the nomination exercise will run from February 15 to 28, 2002.
The regulation requires a candidate to submit a completed nomination form in person, or in any other manner authorized by the Returning Officer, to the Returning Officer during the nomination period.
A nomination form must carry the signatures of at least 100 members of the Election Committee making the nomination, and must be accompanied by declarations as required under the Chief Executive Election Ordinance.
In Friday's Gazette, the Electoral Affairs Commission announced that Justice Pang Kin-kee, a judge of the Court of First Instance of the High Court, had been appointed the Returning Officer responsible for handling electoral matters.
