The public's six expectations for 'two sessions'

In the backdrop of the Party's campaigns to intensively study and apply the Scientific Outlook on Development, the evaluation of local government performance is also a focus of public attention. Polled netizens believe that aspects such as increasing the intensity of the governmental performance evaluation by the general public are needed and should be improved.

In addition, super-ministry reform has been carried out for some time, and people hope to learn about feedback from the program's implementation through the "two sessions." Issues of concern include whether governmental organ’s work style can be further improved and whether administrative efficiency can be raised, as well as new measures to promote this new experiment.

New measures for anti-corruption and establishment of clean government

Surveys carried out on the hot topics of the "two sessions" show that anti-corruption and establishment of a clean government surfaces at the top of the issues that people are most concerned about. This indicates that although anti-corruption and establishment of a clean government work has made notable achievements, there is still a long way to go.

In September 2007, the National Bureau of Corruption Prevention of the PRC was officially established. The public hopes to understand, through questions raised at the "two sessions," what progress the bureau has made in terms of anti-corruption and corruption prevention following its establishment, as well as what new anti-corruption measures it will carry out next.

Three rural issues require breakthrough

According to the basic goal of rural reforms and development raised at the Third Plenary Session of the 17th CPC Central Committee, by 2020, farmers’ per capita net income will be double what it was in 2008. In 2009, the No. 1 Document issued by the CPC Central Committee once again gave prominence to issues concerning agriculture, the countryside and farmers (the three rural issues) and proposed goals for reform and development such as stabilizing food production and increasing incomes. How to speed up the solutions to the three rural issues during the adverse effects of the international financial crisis will be studied intensively at the "two sessions."

In addition, due to the impact of the international financial crisis, at least 25 million farmers will have difficulty finding a job this year. Regarding the employment of migrant rural workers, people have paid most attention to what supporting policies the country will issue for assisting migrant rural workers starting a business, how these policies will be carried out, and how to strengthen vocational skills training for migrant rural workers. In addition, the policy of rural land transfer, urban and rural integration, and reform of the household registration system are also given particular attention.

The "two sessions" follow practical work style

Openness, transparency, economizing and convenience have been features of the "two sessions" in recent years. That is to say, the sessions are becoming more open and transparent, and the work style is becoming more practical.

This year, the "two sessions" will see some detailed new changes. For instance, seat arrangement has been adjusted for the first time, demonstrating the principle of equality; NPC representatives and CPPCC deputies are accommodated in a relatively concentrated area, in order to reduce journey times to and from the venue and shorten traffic control time; and text documents are distributed amongst representatives and deputies in the form of electronic files.

People hope that the "two sessions" will follow a work style that is economical and environmentally friendly. At the same time, they hope that and representatives and deputies consult based on facts, discuss reality and seek practical results.
