Schools for migrant children

More leeway should be given to people who set up schools to provide basic education for the children of migrant workers.

At the moment, these "voluntary schools" are set the same local government standards as regular schools, which, of course, they cannot meet. As a result, many of them are forced to close.

The number of migrant children will continue to grow but standard schools cannot accommodate them all, so voluntary schools provide an alternative. Rather than restricting people who want to provide a service, local governments should offer help and guidance and not treat them as some kind of illegal operation.

More money for teachers in remote areas

Teachers who choose to work in remote, mountainous areas should be rewarded for their sacrifice. Their bonuses should be at least 50 percent higher than those received by regular teachers. Currently, the government requires that the pay for rural teachers should be no less than that for other public servants, but this is still not enough as an incentive for the teachers to stay.

Meanwhile, economically developed regions should be made to pay financial compensation to poorer areas whose teachers they lure away, which could then be used to train new teachers. It would be similar to the transfer system used by football teams to buy and sell players.
