捂盤惜售(property hoarding),從字面意思理解是“捂住樓盤,舍不得把房子拿出來銷售”,其目的和“囤房捂盤”一樣,都是為了哄抬房產(chǎn)價(jià)格。
近年來,一些房地產(chǎn)開發(fā)商(housing/ property developers)出于自身利益的考慮,大量捂盤惜售,借以人為抬高一路飆升的房?jī)r(jià),開發(fā)商的這一行徑引起社會(huì)各界強(qiáng)烈反響。
國(guó)務(wù)院總理溫家寶3月5日在十一屆全國(guó)人大三次會(huì)議上作政府工作報(bào)告時(shí)說,要促進(jìn)房地產(chǎn)市場(chǎng)平穩(wěn)健康發(fā)展。加大對(duì)圈地不建(keeping land unused)、捂盤惜售(property hoarding)、哄抬房?jī)r(jià)(price rigging)等違法違規(guī)行為的查處力度。

此外,囤積土地(land hoarding)也是開發(fā)商利用不可再生資源待機(jī)獲取高額利潤(rùn)的重要方式,國(guó)家也已多次出臺(tái)措施打擊這種行為。

Industrial and Commercial Bank of China (ICBC) said on Monday it would apply stricter approval rules to property lending this year as part of an effort to balance its loan structure and stem rising credit risks. The bank said it would not issue new loans to developers who seek to speculate on rising property prices through "hoarding land" or "putting off home sales" and may also call back earlier credit to such borrowers.

The city of Beijing is stepping up efforts to crack down on land hoarding. The municipal government has suspended some housing developers from purchasing land.
It's also published a list of 19 parcels that have lain idle for more than a year.
The Beijing Municipal Bureau of Land and Resources has suspended eight property developers from land auctions. A bureau statement says these developers either haven't paid back land prices or failed to sign a land transaction contract on schedule.
Back in December, the bureau said it would take action to prevent developers from hoarding land. Those who failed to fulfill land transaction requirements would be not be allowed further purchases.
