To better combat natural disasters, a modern relief system is needed, says an article in the Nandu Daily. Excerpts:
During its long history, China has witnessed many natural disasters. What happened recently in Yushu county, Gansu province, forces us to ask again: how can we build an efficient, transparent, and fast-reacting relief system to reduce the suffering and subsequent losses caused by natural disasters?
Compared to other countries, our present relief system is dominated by officials, and lacks significant participation by non-governmental organizations (NGOs).
In disasters abroad, from Osaka-Kobe to New Orleans, NGOs have played an important part in speeding relief to those who need it. NGOs in China can help as well, if they are given the opportunity. When a natural disaster occurs, the most important thing is to help the refugees and reduce possible losses. We need a modern disaster relief system with more NGO participation.
