Gunmen have killed at least 21 people in the Pakistani city of Karachi.

The incident served to deepen local tensions, as voters headed to the polls to elect a replacement for a provincial lawmaker, who was assassinated earlier this year.

Police say they're investigating the motives behind the shootings, which took place over the weekend. However, they believe at least three of the killings were not politically motivated.
