China is open to the issue of the transparency in terms of carbon emissions reduction and will make a strong effort to have more negotiations during this conference to achieve greater transparency, said an observer at UN Climate Change Conference in Cancun, Mexico.

Stanley So, of the UK-based NGO Oxfam Hong Kong, who is also an observer of UN climate talks, said there are many misunderstanding on this issue of China and other developing countries.

So said China accepts the concept of International Consultation and Analysis (ICA) and its system of measurement, reporting and verification (MRV).

But governments have to sit down to talk about different standards for developing countries to accept the assessment, he said.

Currently, China is not opposed to MRV for actions that request or receive international finance, technology, or capacity building, but refuses to accept it as a voluntary action to cut carbon emissions.
